Shorter checkout possible for Paypal Website Payments Standard
Your merchants who use Website Payments Standard, can now use the PayPal Instant Update API to support two-way, real-time communication between PayPal and your site.
With this characteristics, merchants can offer customers shipping options, and tax totals directly on the "Review Your Information" page, hosted by PayPal. Combining the info reduces the no. of pages in the checkout flow.
PayPal has also introduce new features that let merchants customize the PayPal pages with gift preferences, a survey question, and an option for customers to receive merchant emails.
As a result, customers get to see final purchasing costs up front, and checkout flows are shortened. A shorter flow can lead to higher conversion rates. Check out the diagram below.
Want to get started? If you already integrated the Instant Update API with Express Checkout, they can configure a few parameters to make it work with Website Payments Standard. Otherwise, a secure server must be set up as part of the integration.
For technical details, see chapter 5 of the Website Payments Standard Integration Guide and chapter 7 of the Express Checkout Integration Guide.

Paypal, Issuing refunds gets easier with better design and fewer limits
Paypal have further improved on their refund processes. In mid-July, refunds will be processed even when your merchant is trying to issue a full or partial refund during an ongoing dispute.
Sending web refunds will also be more efficient since the option will be available on the Account Overview and Transaction Details pages. Merchants will not need to search through individual transactions to issue a refund or see the clearing date.
These improvements should make it easier for merchants to issue web refunds and decrease the number of declines.

How is my fee refund calculated?
If you issue a full refund, PayPal will refund all the fees. If you issue a partial payment refund, the fee refund will be calculated at the same percentage as the payment refund.
For example:
Your customer buys $100.00 USD of merchandise from you. The fees for this transaction total $3.25 USD ($2.90 USD of this is variable, $0.35 USD is the fixed transaction fee, which is not refunded for partial payment refunds).
You issue a partial refund on the transaction for $40.00 USD (40% of the original amount).
PayPal issues a refund of 40% of the total fees, which in this case would be $1.16 USD (40% of the variable portion of the fee).
